Land Banking

Suatu ketika Mark Twain, novelis besar di Tanah Seberang, pernah berkata bahwa lokasi tanah yang baik tidak pernah out of style. Agaknya ungkapan ini tetap menjadi landasan para pebisbis properti untuk melakukan transaksi, sebagaimana dijelaskan oleh David Gold dalam diskusinya dengan saya dalam kaitannya dengan dengan bisnis land banking di San Jose daerah Silicon Valley. Apakah land banking? Apa yang bisa kita pelajari dari para pebisnis ini untuk diterapkan di Tanah Air?
David bilang dengan logat Inggris British, “Tiga puluh tahun yang lalu USD 60.000 bisa membeli satu rumah di Orange County. Hari ini, rumah tersebut bernilai USD 700.000 atau lebih dari 10 kali lipat. Hanya beberapa mile dari rumah itu, kamu bisa beli tanah pre-developed seharga USD 60.000. Hari ini umumnya tanah tersebut bernilai lebih dari USD 2.500.000 atau lebih dari 40 kali.”
Intinya, dari pernyataan di atas David mau menyampaikan bahwa esensi dari land banking adalah kegiatan membeli tanah tertentu, setelah itu si pembeli menunggu dalam jangka tertentu hingga tanah tersebut menguntungkan untuk dijual pada pihak lain jauh melebihi harga belinya.
Land banking sebagai investment bukanlah hal yang baru di AS. Akhir-akhir ini, bisnis land banking menjadi lebih popular karena keadaan ekonomi di Tanah Seberang yang lesu termasuk menurunnya industri perumahan yang terpaksa memacu para pebisnis untuk mencari terobosan lain. Salah satunya adalah mempopularkan land banking kembali.
Investor besar membeli atau yang sebelumnya telah membeli tanah dengan jumlah besar dan harga yang relatif murah, kemudian ia mempetak-petakan tanah tersebut dan menjualnya dengan harga yang lebih tinggi sesuai dengan lokasinya. Dalam sejarah Amerika kita bisa lihat beberapa orang yang menjadi self-made billioner karena melakukan bisnis ini. Mereka di antaranya adalah Bob Hope dan Donald Trump.
Kembali lagi ke diskusi saya dengan David, ia menjelaskan lebih rinci tanah seperti apakah yang bisa dibeli dan diperjualkan untuk mendapat keuntungan dangan menampilan 10 indikator, yaitu:
1. Tanah yang bisa dipakai
2. Supplai air yang tercukupi
3. Mudah dijangkai dengan mobil, kereta dan udara
4. Kesiapan utilities untuk antisipasi pertumbuhan
5. Dekat dengan sekolahan (dari Taman Kanak-Kanak hingga perguruan tinggi)
6. Dekat dengan metro area yang sedang berkembang (expanding)
7. Adanya industrialisasi dan perencanaan kedepan
8. Adanya pembangunan untuk komersial dan residensial
9. Data menunjukkan bahwa adanya pertumbuhan populasi yang sehat
10. Bisa dicek master plan untuk jalan, aliran pembuangan air, listrik dan gas
Untuk investor kecil yang tidak bisa membeli tanah dalam jumlah besar, kadang kala mereka harus membeli tanah jenis ini dari invertor besar. Apa sajakah indikator lain bagi investor kecil ini dalam memutuskan suatu pembelian. Intinya, mereka membutuhkan tolak ukur yang bisa menditeksi bahwa tanah tersebut akan bertambah nilainya dalam periode tertentu adalah sebagai berikut:
1. Perubahan zoning atau penggunaan fungsi tanah yang diperboleh oleh pemnerintah, misalnya dari penggunaan untuk agricultural ke industrial
2. Kapasitas zone density ditingkatkan, seperti izin untuk membangun satu rumah di atas satu acre tanah menjadi tiga sampai empat rumah per acre.
3. Jalan beraspal dan atau utilities mulai bergerak mendekati tanah tersebut
4. Pengumuman pembangunan proyek baru dan besar akan dilakukan di dekat tanah tersebut
5. Penambahan populasi meningkat yang otomatis meningkatkan permintaan atas tanah dan pada akhirnya akan meningkatkan nilai tanah
Walaupun demikian, para investor kecil atau pelanggan perlu tetap waspada karena cukup banyak land banking scam di Tanah Seberang. Artinya, ada pihak tertentu yang menjual tanah tidak seperti yang dijanjikan. Contohnya, tanah rawa-rawa yang sulit untuk digarap di Florida dipromosikan sebagai tanah yang bagus untuk pembangunan real estate. Hal ini bisa terjadi karena luasnya tanah kosong di AS dan bervariasinya pelanggan, termasuk pelanggan dari luar negeri seperti Taiwan. Sehingga pelanggan tersebut terpengaruh oleh “manisnya” promosi atau iklan sehingga tidak melakukan doubledan dan cross check.
Sebagai contoh land banking, mari kita lihat Ace Capital Group di California yang diwakili oleh David Gold. Group ini memilih land banking business dengan mengandalkan tanah kosong di Antelope Valley, California yang berlokasi di utara Los Angeles County dan di sebelah tenggara Kern County, serta di bagian barat Mojave Desert. Di valley ini terdapat sekitar 30 kota, dua kota besar yang lebih dikenal dengan jumlah penduduk di atas 100.000 adalah Palmdale dan Lancaster.
Menurut David, Chen Wang sebagai pendiri group ini membeli tanah kosong dalam jumlah yang banyak dari pemerintah puluhan tahun lalu karena ia memiliki visi bahwa daerah ini akan berkembang dengan pesat. Kini kita lihat bahwa pertumbuhan populasi di Palmdale sejak tahun 1983 meningkat menjadi 12 kali lipat dan di Lancaster menjadi 3 kali lipat. Total penduduk di Antelope Valley yang sekarang sekitar 475.000 akan mencapai 1.000.000 pada tahun 2020.
Selain itu, daerah ini menjadi tuan rumah bagi perusahaan raksasa seperti Lockheed Marten, Boeing, Northrop Grumman dan BAE Systems. Edwards Air Force Base, tempat pengujian pesawat perang AS dan the NASA Dryden Flight Research Center juga menduduki wilayah ini. Sebagian wilayah juga dijadikan tempat mendarat pesawat NASA.
Bisnis green technology, retail dan jasa lainnya seperti rumah sakit juga mulai berjamuran. Puluhan sekolah dari tingkat taman kanak-kanak hingga perguruan tinggi juga ikut andil. Perkembangan terakhir yang sangat menggembirakan dan menguntungkan bisnis land banking Ace Capital Group adalah akan dibangunnya high speed train dari California selatan sampai ke utara dengan melewati wilayah ini.
Dengan visi yang tajam dan indikator di atas, mari kita uji bisnis land banking di Tanah Air.
